Governor Glenn Youngkin's Senior Legal Advisor McGuireWoods Richard Cullen has ties to White Nationalists

 Governor Youngkin's Legal Advisor Richard Cullen has pending Ethics Complaint for Promoting a White Nationalism Doctrine in Henrico Circuit Court




An October 6, 2021, Ethics Complaint filed in the Henrico County Circuit Court (CL21006572) against Richard Cullen and 8 Defendants for promoting and supporting a "White Nationalism Doctrine" which established a separate justice system to protect "white affluent middle to upper class professionals" from being prosecuted for violating § 18.2-248, a Class 5 felony possession with intent to distribute a schedule II substance (cocaine). 

White Nationalism is the belief, theory, or doctrine that white people are inherently superior to people from all other racial and ethnic groups, and they need or deserve a preferential treatment, and special legal protections.

Several of the protected white affluent professionals were clients of McGuireWoods law firm that were under investigation for their part in a 600-kilo cocaine organization that operated in Richmond, Virginia for over 10 years.

The complaint alleges that Richard Cullen bribed Henrico Commonwealth Attorney Howard Vick not to extradite a fugitive from justice that had fled to Greece just before the Multijurisdictional Grand Jury had issued 13 indictments for distribution of 600-kilos of cocaine. 

Richard Cullen had advised Commonwealth Attorney Howard Vick to warn the fugitive that he would be indicted for distribution of cocaine allowing him to leave for Greece before the indictments and his arrest.

In exchange for Commonwealth Attorney Howard Vick's illegal actions, Richard Cullen gave Vick a golden partners position at McGuireWoods law firm heading the white collar crime division for 20 years.

The fugitive named as Nickolas Spanos would expose the estimated 40 white affluent professionals consisting of lawyers, doctors and businessmen, if he was extradited to Virginia from Greece and prosecuted for the 13 felony indictments for distribution of cocaine.

The complaint alleges that Richard Cullen and the 8 Defendants violated federal and state laws in order to protect the fugitive, which they falsified FBI reports so that federal UFAP warrants were dismissed, allowing the fugitive to renew his U.S. passport.

The allegations listed are:
  • § 18.2-460. Obstructing justice
  • § 1071 - Concealing person from arrest
  • § 201 - Bribery of public officials and witnesses
  • § 1001 - False Statements or entries generally
  • § 1510 - Obstruction of criminal investigations
  • § 18. 242 - Deprivation of Rights (Color of Law)
  • § 18. 241 - Conspiracy against rights

Despite numerous FBI affidavits for extradition requests for the fugitive, Richard Cullen and the 8 Defendants refused to cooperate and obstructed justice to keep the fugitive protected from arrest.

Henrico Commonwealth Attorney Howard Vick under the instruction of Richard Cullen, refused to provide exculpatory evidence that would have negated the guilt of 3 men of color that were accused of distribution of cocaine related to the 600-kilo cocaine organization.


Out of 40 people investigated for the distribution of 600-kilos of cocaine, only 3 men of color were prosecuted and sentenced to prison. The estimated 30-40 white affluent professionals were protected from prosecution by Richard Cullen and the 8 Defendants listed in the complaint filed.

All the Henrico County Circuit Court judges have recused themselves from hearing the highly controversial case as Henrico County Circuit Court Judge Lee A. Harris Jr. is one of the Defendants listed in the white nationalism complaint.



Judge Lee A. Harris Jr. is the senior presiding judge in Henrico County Circuit Court and has been sitting on the bench for over 30 years. Judge Harris is accused of refusing to report exculpatory evidence that would have negated the guilt of 3 men of color that were accused of distribution of cocaine related to the 600-kilo cocaine organization.

McGuireWoods Howard Vick implicates himself in his defense filing of Complaint in Federal Court

HOWARD VICK DEFENSE FILING GOES HORRIBLY WRONG AS HE IMPLICATES HIMSELF IN FEDERAL COURT FILING


In a breach of conflict of interest ethics violations, McGuireWoods attorneys are representing disgraced former McGuireWoods attorney Howard C. Vick jr in federal court. The complaint was filed by Nickolas G. Spanos, who Howard Vick had accused of being the "hub of a 600-kilo cocaine organization that operated in the Richmond area for over ten years".

McGuireWoods attorneys and Howard Vick wrongly stated in their defense, that it was not a Commonwealth Attorney's responsibility to have a international fugitive extradited or deported and be prosecuted for the crimes he is accused of, instead "the fugitive should travel back to the USA and turn himself in."

The former Henrico Commonwealth Attorney Howard Vick had a Federal UFAP warrant issued for the fugitive Spanos just days after the distribution of cocaine indictments were charged but strangely enough, Howard Vick refused to take further action, despite 12 more indictments for cocaine distribution were charged to Spanos.

Under Federal law, it is the Commonwealth Attorney's (prosecutor) responsibility to make a diligent effort to pursue an international fugitive by either:
  • The issuance of a federal UFAP Warrant
  • Contacting the U.S. State department to have the fugitive's passport cancelled.
  • Contacting INTERPOL to have a Red Notice arrest warrant issued.
  • Contacting U.S. Embassy FBI officials in the country where the fugitive is believed to be located.
  • Filing an Affidavit for Extradition with the DOJ Office of International Affairs.
The USA has extradition treaties with over 100 countries in order to swiftly have a fugitive returned within sixty days of their arrest.

Howard Vick refused to take action to bring the fugitive back to Virginia for prosecution, ironically he had the 13 grand jury indictments sealed and had the capias and federal UFAP dismissed.

The complaint filed against Howard Vick states that he took several bribes not to have the fugitive extradited or deported and even harbored the fugitive by having the federal UFAP warrant dismissed so that the fugitive could have his U.S. passport renewed. This action took the fugitive off national and international criminal databases.

Howard Vick had the fugitive Spanos's case for 19 months, which he took no legal action, upon resigning from the Henrico Commonwealth Attorney's office, he was offered a partnership position with McGuireWoods law firm, coincidently McGuireWoods represents the fugitive Spanos's family which had estate holdings worth millions of dollars with McGuireWoods.

The federal complaint against Howard Vick states numerous criminal violations which include:
  1. Code § 18.2-439. Acceptance of bribe by officer or candidate.
  2. Va. Code § 18.2-447. When person guilty of bribery
  3. Va Code § 18.2-460. Obstructing justice
  4. 18 U.S. Code § 1071. Concealing person from arrest.

  6. TITLE 18, U.S.C., SECTION 242 DEPRIVATION OF RIGHTS UNDER COLOR OF LAW
Virginia Professional Code of Conduct Rules violated by Howard Vick include:
  1. Rule 1.11 Special Conflict of Interests for former and current government employees.
  2. Rule 3.3 Candor towards a Tribunal
  3. Rule 3.8 Additional Responsibilities of a Prosecutor
  4. Rule 4.1 Truthfulness Towards Others
  5. Rule 8.3 Reporting Misconduct
  6. Rule 8.4 Misconduct
McGuireWoods stated in their defense filing that Howard Vick and other DOJ officials (former and current) were being harrassed by numerous complaints for corruption being filed in Virginia Courts.

Hundreds of criminal convictions could be overturned in Henrico County circuit court.

 Henrico Judge and Commonwealth's Attorneys Tampered with Evidence and Conspired to have Secret Hearings in Criminal Cases.


A civil case filed against Judge Lee A. Harris jr, CA Shannon Taylor and Deputy CA Michael Feinmel presented evidence of the accused having ex parte secret communications and hearings to have court orders issued without the defendant's knowledge or having an opportunity to present his positions to Henrico Circuit Court Judge Harris .

Three civil breach of ethics cases were filed recently in Louisa County Circuit Court. The Plaintiff, Nicholas Spanos, presented evidence that the Henrico Circuit Court Clerks were allowing the Henrico Commonwealth's Attorney office, represented by Michael Feinmel, tamper with the defendant's Motions filed with the court and with the official Henrico County Circuit Court records

In numerous instances, the Henrico CA's Office took it upon themselves to file the defendant's Motions, take them to Judge Lee Harris and have the Judge issue orders without the defendant having an opportunity to be heard and without any hearing dates. These acts took place in star chamber proceedings without the Plaintiff's knowledge.

The Henrico Commonwealth's Attorney also was removing evidence from Mr. Spanos' Motions and had even removed a Motion to Dismiss with Prejudice from the Clerk's Office official files only to and refile it two years later after Judge Lee Harris had issued an order dismissing the Motion to Dismiss with Prejudice.

Judge Harris held a hearing on July 16, 2020, and issued an order dismissing the Motion that had been removed from the Henrico Circuit Court files before Judge Harris ever saw the Motion.

In a letter by a Henrico Circuit Court Clerk stated:

          "we received it again from the Commonwealth Attorney’s Office on July 22, 2020 without the exhibit list, just as we received the original motion in September 2018. However, as this is not an exact copy of the Motion we received in September of 2018 it is to be filed again."

It is unethical and violated the Code of Virginia when a prosecutor represents the accused by tampering with a court filing and filing a motion on behalf of the defendant.

An unnamed source at the Henrico Circuit Clerk's office stated that the Henrico Commonwealth consistently removes case files from the clerk's office, which files are not supposed to be removed from the clerks office.

The civil case filings gave evidence of a conspiracy between Judge Lee Harris, CA Shannon Taylor, and Deputy CA Michael Feinmel,  that hid exculpatory evidence in other cases in which defendants were convicted and sentenced to prison.

Allegations of financial and political gain received by Henrico CA Shannon Taylor and Deputy CA Michael Feinmel in order to not extradite a international fugitive who is accused of distributing more that 600 kilos of cocaine in the Richmond area for over 10 years.

The tampering with evidence by the Henrico Commonwealth's Attorney could impact hundreds of cases where defendants were convicted, and evidence had been removed without their knowledge or permission.

Henrico Commonwealth Attorney Shannon Taylor's non-existent transparency

40 Days after Gay Ellen Plack's murder by Henrico PD officers, names & video suspiciously continued to be withheld


Henrico prosecutor states that "one of the officers that shot Gay Ellen Plack had previous record of shooting incident and discipline issues."

Immediately after the murder, Commonwealth’s Attorney Shannon Taylor says "she has confidence in how the officers responded."



The facts show otherwise, that Henrico county officials are hiding important evidence in the murder of Gay Plack in her home. 

It has been almost forty days since Gay Ellen Plack, 57, was murdered in her home by Henrico police officers who were conducting a "welfare check".

The two officers illegally broke into Gay Plack's home, broke down her bedroom and bathroom door and shot her four times, two of which were in her back, after Gay was defending herself. 

As officers stated, "the bedroom was dark", if Gay Plack, terrified and confused, did not see that the two intruders were police officers and was defending her home. 

The body cam video was released to selected news media but only a portion of it.

Why are the names of the HPD officers are still being withheld from the public?

Why is the body cam video being withheld from the public?

Investigation still pending is the common answer, but yet in a very similar situation involving a Fort Worth police officer conducting a "welfare check" on a home, in which he shot and killed the home occupant, the name of the officer and body cam video was released immediately.

Why is Henrico Commonwealth Attorney Shannon Taylor picking her own fellow Virginia Commonwealth Attorneys to conduct the investigation, should't the ACLU have a right to select exactly who will conduct a fair investigation?



 Shannon Taylor selects long time friend and fellow devoted Democrat Anton Bell, Hampton roads Commonwealth Attorney, conflict of interest?

The answers are obvious, all pointing to a cover up by Henrico county officials.

Henrico CA Shannon Taylor betrays women citizens

Henrico women fear for their safety under another term of Commonwealth Attorney Shannon Taylor




Henrico women feel betrayed and their constitution rights have been violated, even have become victims of persecution and have been abandoned by the Henrico Commonwealth Attorney Shannon Taylor.

If Henrico CA Shannon Taylor can not offer protection or even respect their rights under the constitution, who will? 

If a Henrico citizen, whether it be male or female, fights for their rights under the constitution, Shannon Taylor deems them as "threats to her regime" and persecutes them.

Henrico women have taken to social media to fight for their protection and rights, since Henrico CA Shannon Taylor has violated her sworn oath and has even targeted women, who seek justice and protection under the constitution.

Women who have spoken out about their rights or have filed cases in the Henrico Circuit Court, have quickly become targets of harassment and are being persecuted by Shannon Taylor using the Henrico Police Department as her "attack dogs".

Lets take a close look at a few of the many victims under Shannon Taylor's regime.

In a case of targeted elder abuse, HCCA Shannon Taylor is maliciously persecuting ex-attorney Rhetta Daniel, who had reported to the FBI about public corruption involving HCCA Shannon Taylor and an international fugitive, in which Shannon Taylor allegedly sabotaged the case against the fugitive and received bribes from the fugitives family.



HCCA Shannon Taylor is a member of the Virginia State Bar's 2018-2019 Standing Committee on Legal Ethics, who brought charges against Rhetta Daniel for being "medically unfit" to practice law, despite every medical report stating that Rhetta Daniel was in excellent condition, both physically and mentally.

Rhetta Daniel was the first female assistant commonwealth attorney in Henrico county, she worked as a prosecutor for the Virginia State Bar for numerous years. In over 40 years of practising law, she has never had a client complaint filed against her.

Upon Shannon Taylor learning about the criminal complaint filed by Rhetta Daniel and the fugitive to the FBI, Shannon Taylor initiates a secret investigation against Rhetta Daniel and her client. 

The sealed court motion and order was to have the email accounts of Rhetta Daniel and her client subpoenaed without their knowledge, these email accounts were used to communicate with the FBI about the criminal complaint.

The email accounts of Rhetta Daniel were used to conduct attorney business between herself, clients and other attorneys.

The alleged investigation consumed hundreds of man hours involving the Henrico Commonwealth Attorneys office and the Henrico Police department, led by detective Stuart Von Canon, for just a misdemeanor charge of obstruction of justice.

An obstruction of justice charge has yet to be filed against Rhetta Daniel or her client.

The orders were denied by Google and AOL and the investigation has been frozen, as Shannon Taylor could face federal obstruction of justice charges by the FBI.

A case of betrayal to a mother and her 4 year old son.

The mother of a 4-year-old at the center of a child abuse case said the prosecutor supposedly working to get justice for her son, mishandled the case, the file went from prosecutor to prosecutor.

After the incident, Tammy Whittle says, the supervisor lied to her about what happened. She learned about the incident the following day when police and child protective services contacted her because another employee allegedly called police to confess what truly happened.

Catherine Morris Stainker, 56, was charged with child abuse/neglect and reckless disregard for life in an incident from Oct. 30, 2017, at the daycare center on Old Williamsburg Road in Sandston.


Jennifer Ayers, 31, was charged with child abuse/neglect and reckless disregard for life stemming from an Oct. 30, 2017.


The two employees were charged with felony child abuse and neglect, and have been going through the court system the past year.

But on Wednesday, when Whittle expected to go to the Henrico County Circuit Court for the two employees' trials, the judge let them walk free on the condition they complete 50 hours of community service.

This was an apparent result of a verbal agreement between the prosecutor with the Henrico County Commonwealth’s Attorney’s office handling Taaj’s case and the defense attorneys. It was a deal that Whittle said she was never informed of.


“It feels like the prosecution was working more with the defendants than with my child,” Whittle said.

“It’s unbelievable, that our justice system this time let me down, it let our community down,”

In a recent blunder by Shannon Taylor's team, Michael S. Huberman, the chief deputy commonwealth’s attorney in Henrico County had agreed to have an electronic monitoring device removed from a known convicted felon who had a long criminal record of rape and violence towards women.



Just seven days later, VCU administrator Suzanne Fairman was raped and killed, an electronic monitoring device was removed from her alleged killer’s ankle. 



The suspect, 59-year-old Thomas Clark of Henrico, had been out on a $2500 bond on several unrelated charges when Fairman was killed. 

The predator had a history of violent crimes towards women, with two previous convictions for rape, abduction and robbery. 

Is this the "I promise every family that my Office works tirelessly with Henrico Police to hold people accountable for their actions" made by Shannon Taylor? To let violent rapists free on bond without an ankle monitor?

Henrico CA Shannon Taylor lack of "family values" yields bad results as Henrico Commonwealth Attorney




The biggest concern amongst family oriented Henrico citizens, seeking justice is, "can it be possible under Shannon Taylor's term"?

Henrico CA Shannon Taylor's eight years as HCCA has proven that the answer to the question is "No".

Shannon Taylor's administration has had the highest number of staff turnovers in the history of the Henrico county Commonwealth Attorneys office. How can the revolving door of prosecutors efficiently represent the citizens of Henrico, when case files are being shuffled from prosecutor to prosecutor?

Shannon Taylor is known for operating her staff with intimidation and fear, which feeds feelings of resentment, stress and low morale, all known causes of low production, mistakes and unconcerned attitude.

In a recent FBI report, crime statistics in Henrico county had ranked in the bottom 25% of American communities. 

"Henrico is not one of the safest communities in America". 

Relative to Virginia, Henrico has a crime rate that is higher than 84% of the state's cities and towns of all sizes.

Almost one week passed by before HCCA Shannon Taylor could be reached for comment and when Shannon Taylor finally commented, she pitilessly stated 

“The actions of the officers are in fact clear and while we are not at this moment going to say that a conclusion has been reached, I was confident in their actions".

With no conclusion in an investigation, Taylor is quick to exonerate the HPD officers, who illegally entered the victims home on a "welfare check", broke down three doors and shot her four times, killing her. Shannon Taylor's decision was already made, setting the stage for a political cover up, as not to offend the HPD before her re-election bid in just one month away.

At this writing, one month after the murder of Gay Plack, the two HPD officers involved in the killing have not been identified and the body cam videos have not been released to the public.

Shannon Taylor's lack of understanding a family unit, forms an  inability to objectively analyse legal cases and uses fear and intimidation amongst her staff, which the outcome is the highest staff turnover rate in Henrico County's history.

In conclusion, Shannon Taylor best interests are strictly political, selfish personal gains and not for the citizens of Henrico County.

Henrico County Commonwealth attorney under fire

Shannon Taylor's intentional disregard for Constitutional rights sets the tone for murder of woman in her home by HPD




When a Commonwealths attorney consistently violates the U.S. Constitution and the rules of court, it sets a tone for the entire justice system to do the same.

HPD officers illegally entered Gay Ellen Plack's home, breaking down three doors until the HPD officers confronted a scared 57 year old woman, who was in fear and was struggling with bi-polar mental illness. Gay Plack confronted the intruders with an axe, in which the HPD officers fatally shot her four times, some shots were in her back.



When the fourth amendment of the U.S. Constitution is respected, the HPD officers would have waited for a warrant and Gay Plack's doctor to enter the home, the outcome would have been far different. No one will never know, as to why Gay Plack was hiding in her bathroom but neighbours and relatives state that she was afraid of the police, for fear of being taken away.

When HPD officers arrived at Gay Plack's home for a "welfare check", there were no signs of forced entry in her home, no signs of a crime being committed or any answer from Gay Plack. The right decision would have been to make the report and leave, as other HPD officers had done in the past.

Gay Plack had never committed an act of violence nor did she have violent tendencies, "kind and gentle" were the description given by neighbours, friends and family members. Gay Plack's only crime was the need to be left alone, not answer her phone or doorbell. 

Plack was an artist who had formerly worked as a nurse in a cardiac care unit and as an instructional assistant at Ridge Elementary School in Henrico.

Henrico CA Shannon Taylor is no stranger to violating the Constitutional rights of citizens, her history of disregarding the foundation of a fair and equal justice system goes as far back as when she was a lawyer in private practice.

In 2011, a Richmond jury found Don Farmer guilty in the beating death of a grandmother and the rape of her 18-year-old granddaughter after DNA tied him to the brutal attack that occurred Oct. 4, 1987, in South Richmond. Farmer was also convicted of robbery and burglary, and sentenced to 125 years for the four crimes.

The claim said his original trial attorney, Shannon L. Taylor, “was constitutionally deficient” because she failed to inform Farmer of a plea offer that would have reduced his sentence to less than a quarter of the prison time.The claim said his original trial attorney, Shannon L. In a more recent pending case involving an international fugitive, who was allegedly the "hub of a 600 kilo cocaine distribution organisation in Richmond". 

Henrico CA Shannon Taylor is under investigation by the FBI for allegedly taking bribes, funnelled through campaign contributions, in order to not to extradite the fugitive and deny his transportation back to Virginia. Despite the seriousness of thirteen grand jury indictments for allegedly distributing cocaine, Shannon Taylor continues to violate the fugitive's right of due process, as if she is intentionally sabotaging the Commonwealth's case.

A former Richmond mayoral candidate Joseph D. Morrissey has filed a lawsuit alleging that two Richmond defense attorneys, the Henrico County’s commonwealth’s attorney Shannon Taylor and the Richmond Times-Dispatch conspired to “completely and utterly destroy” his bid in last year’s election.

The pending lawsuit could cost Henrico County tax payers up to $10,000,000 in damages.

Ironically enough, Shannon Taylor sits on the Virginia State Bar ethics counsel and decides the fate of erring attorneys. Numerous complaints against Shannon Taylor had been filed with the Virginia State Bar but they are always buried.
