Henrico Commonwealth Attorney Shannon Taylor's non-existent transparency

40 Days after Gay Ellen Plack's murder by Henrico PD officers, names & video suspiciously continued to be withheld


Henrico prosecutor states that "one of the officers that shot Gay Ellen Plack had previous record of shooting incident and discipline issues."

“We’re not hiding a thing,” Henrico County Chief of Police Humberto Cardounel said.

Immediately after the murder, Commonwealth’s Attorney Shannon Taylor says "she has confidence in how the officers responded."



The facts show otherwise, that Henrico county officials are hiding important evidence in the murder of Gay Plack in her home. 

It has been almost forty days since Gay Ellen Plack, 57, was murdered in her home by Henrico police officers who were conducting a "welfare check".

The two officers illegally broke into Gay Plack's home, broke down her bedroom and bathroom door and shot her four times, two of which were in her back, after Gay was defending herself. 

As officers stated, "the bedroom was dark", if Gay Plack, terrified and confused, did not see that the two intruders were police officers and was defending her home. 

The body cam video was released to selected news media but only a portion of it.

Why are the names of the HPD officers are still being withheld from the public?

Why is the body cam video being withheld from the public?

Investigation still pending is the common answer, but yet in a very similar situation involving a Fort Worth police officer conducting a "welfare check" on a home, in which he shot and killed the home occupant, the name of the officer and body cam video was released immediately.

Why is Henrico Commonwealth Attorney Shannon Taylor picking her own fellow Virginia Commonwealth Attorneys to conduct the investigation, should't the ACLU have a right to select exactly who will conduct a fair investigation?



 Shannon Taylor selects long time friend and fellow devoted Democrat Anton Bell, Hampton roads Commonwealth Attorney, conflict of interest?

The answers are obvious, all pointing to a cover up by Henrico county officials.

Henrico CA Shannon Taylor bribery money funnelled through campaign contributions

Henrico CA Shannon Taylor received money to interfere in international drug fugitives extradition, claims Henrico prosecutor


A Henrico county prosecutor has claimed that Commonwealth Attorney Shannon Taylor took payments through her campaign contributions in order to prevent an extradition of a international drug fugitive, who had thirteen grand jury indictments for conspiracy to distribute cocaine and allegedly was the hub of a 600 kilo cocaine syndicate in the Richmond area.

The Henrico prosecutor, wanting to stay anonymous, sent the evidence to Richmond FBI and has claimed that the international drug fugitives case has links to a well known local real estate attorney, who was close friends with the fugitive and his  family and a co-conspirator who pleaded guilty to distribution of cocaine, who also gave payments to Shannon Taylor.

The evidence also claims that  Henrico County Circuit Court Judges had also been involved in the obstruction of justice with the international fugitive's case and that the fugitive had been protected since before the 1998-1999 indictments were issued, even being told by the original Commonwealth Attorney Howard T. Vick, "to leave for Greece and never come back".

Former Henrico county Commonwealth Attorney Howard T. Vick had stated in a Richmond Times Dispatch article that "This close circle of associates consisted of local attorneys, businessmen and a physician who bought and used cocaine." 


Ironically, Howard Vick continued to publicly state that the fugitive would be returned from Greece to stand trial in Virginia but never filed an extradition request to Greece or even attempted to have the fugitives passport cancelled.

Howard T. Vick, at the time of the indictments was in negotiation for a partners position with the fugitive's family law firm, McGuire, Woods & Battle. Howard Vick resigned as Henrico Commonwealth Attorney in 2001 and immediately left for McGuire, Woods & Battle.

The alleged bribes were paid to Shannon Taylor's campaign over a span of seven years, started with the first involvement involving Shannon Taylor into the international fugitives case.

The alleged drug fugitive is listed in Henrico Court records as Nickolas G. Spanos, whose case has been passed down from three generations of Henrico Commonwealth Attorneys, and is still active in the Henrico Circuit court for over 21 years.

The alleged monies were paid by Victor A. Shaheen, local real estate attorney and Edmond T. Deeb, a food salesman.

Edmond T. Deeb plead guilty to distribution of cocaine in 1999.

Local sources state that Nickolas Spanos, Victor Shaheen and Edmond Deeb were all close friends for many decades, Victor Shaheen represented the Spanos family in various real estate matters and other cases. The three were socially connected in various activities.

The September 05, 2018 $5,000 contribution coincidentally is on the same day as the fugitive's birthday. 

All but one of the contributions are given in non-election years, Shannon Taylor campaigned in 2011 and 2015.

Victor A. Shaheen's contributions are the 2nd highest campaign contributor, the Democratic party of Virginia being first. It also shows that Shaheen's contributions were 14% of the total legal community contribution. 

Victor A. Shaheen is not listed as a standing member of the Democratic party or has been active in politics, Shaheen specialises in real estate law. Victor Shaheen has been practising law for over 30 years.


The irregular high amounts of the campaign donations by Victor Shaheen had surpassed 20-30 times a "normal campaign contribution" by large law firms.

The prosecutor added that "no one gives that large of a campaign contribution unless you are buying favours, even Shannon Taylor only contributed $7000 to her own campaign"

The criminal complaint states that the fugitive was arrested in the Philippines in October 18, 2012 but Shannon Taylor refused to cooperate with Philippine DOJ authorities to have the fugitive extradited. 

The Philippines DOJ had made several requests to Shannon Taylor to send extradition documents, so that the fugitive would be extradited to Virginia to face the thirteen grand jury indictments for conspiracy to distribute cocaine.  

Despite Shannon Taylor having the grand jury indictments unsealed on November 02, 2012, Shannon Taylor never filed a formal extradition request and ignored Manilla U.S. Embassy FBI requests demanding that she move forward with an extradition or the fugitive would be deported back to his safe haven of Greece.

Since Shannon Taylor never sent extradition documents and would not cooperate with the Philippines DOJ officials, having no choice, Philippine officials deported Spanos back to Greece. Spanos has dual nationality of American and Greek.



The Henrico prosecutor declared that Nickolas Spanos had offered to turn himself in to Shannon Taylor numerous times, communicated through U.S. Embassy FBI officials in Athens, Greece and through the Richmond U.S. Attorneys office, but Shannon Taylor refused to transport Spanos back to Virginia.

The Henrico prosecutor stated that a Henrico county police detective Stuart Von Canon, who is on the FBI cyber task force tipped off Shannon Taylor that the FBI was actively investigating her about complaints submitted by Nickolas Spanos and Rhetta Daniel

Shannon Taylor then began spending hundred of hours of the Henrico commonwealth staff time, initiating a frivolous investigation of obstruction of justice, which is a misdemeanor, against Spanos and his ex-attorney Rhetta Daniels, who were cooperating with FBI officials in investigating corruption involving Shannon Taylor. 

Shannon Taylor was attempting to obtain the emails in order to gain knowledge of the information given to the FBI by Spanos and Daniels.

The obstruction of justice investigation was sealed by Judge Gary Hicks and warrants went to Google llc. and AOL llc. in order to obtain the emails of Spanos and Rhetta Danial without their knowledge. Defensive motions were filed in Henrico Circuit court to block the orders. in which Google llc. and AOL llc. rejected the warrants to provide the privileges emails of Spanos and Daniels.

The prosecutor said that "a criminal syndicate operates in the Henrico county Court system, political favours and monies are exchanged between attorneys, the commonwealth attorneys office, Henrico police department and judges, it is a good old boy network that equals a mafia."

Henrico CA Shannon Taylor's persecution of women

Shameless Henrico CA Shannon Taylor attacks advocate mother who fights for children, with special needs, constitutional rights. 

 
It has become common practice by Henrico CA Shannon Taylor to persecute Henrico citizens who stand up for their constitutional rights, even mothers who attempt to have Henrico county officials do their jobs properly.



Kandise Lucas has a PhD and is a strident advocate for children with disabilities, her devotion to handicapped and special needs children is relentless.

Kandice Lucas tirelessly fights a criminal syndicate within Henrico County for the children's constitutional rights that need special education for their disabilities.

Most of her assistance goes to lower income families that live in East Henrico, where special education resources are limited.

Through the 2018 fiscal year, Henrico county schools paid $976,779 to Reed Smith, a law firm that has been representing the county in special education disputes. 

So rather than assist special education children, Henrico county pays a lawyer close to $1,000,000. in legal fees just in 2018?

Kandice Lucas has exposed the corruption within the Henrico County school system and attempts to provide assistance to families that are in need of their children having special education but can not afford to pay for it.

When Kandice Lucas visited Colonial Trail Elementary School in Henrico with another special education advocate and the mother of a child they believed had been illegally removed from the school.

The visit resulted in a lock down, as officials became concerned with Lucas loudly accusing Principal Kirk Eggleston of racial discrimination. 

As advocates representing Davis, Crawford and Lucas asserted that the school must allow Davis' son to attend the school despite the family's homeless status. The principal said the child was regularly late to school.

Henrico CA Shannon Taylor filed trespassing charges against Kandice Lucas and at the end of a nearly eight-hour trial, Henrico County police took special education advocate Kandise Lucas to a private room to collect her fingerprints.

As advocates like Lucas have gotten more involved in cases like the Matthews' case, Virginia school divisions have started spending big money on outside attorneys.

"I think it's egregious... those are resources that as a taxpayer, I would want to see invested in our children, not in litigation fees," Lucas said.

Last year, Chesterfield County paid the same firm nearly $300,000.


We don't have the data for the City of Richmond because they wanted to charge us more than $350 for that information.



Tonie Cain-Matthews has been driving from Eastern Henrico to the West End and back twice a day.

"This little drive to the West End is very overwhelming,” Matthews said while driving. “It'll take about an hour and a half of my day."

Her 15-year-old son Gregory has autism, and since late January he has attended the Faison Center for Autism.

"Junior never talks. He never initiates a conversation," Cain-Matthews said.

Cain-Matthews said in just a short period of time, Junior, as they call him, has made big strides, like speaking on his own without being prompted to repeat her words.

Henrico women feel betrayed and their constitution rights have been violated, even have become victims of persecution and have been abandoned by the Henrico Commonwealth Attorney Shannon Taylor.

If Henrico CA Shannon Taylor can not offer protection or even respect their rights under the constitution, who will? 

If a Henrico citizen, whether it be male or female, fights for their rights under the constitution, Shannon Taylor deems them as "threats to her regime" and persecutes them.

Henrico women have taken to social media to fight for their protection and rights, since Henrico CA Shannon Taylor has violated her sworn oath and has even targeted women, who seek justice and protection under the constitution.

Women who have spoken out about their rights or have filed cases in the Henrico Circuit Court, have quickly become targets of harassment and are being persecuted by Shannon Taylor using the Henrico Police Department as her "attack dogs".

Lets take a close look at a few of the many victims under Shannon Taylor's regime.

In a case of targeted elder abuse, HCCA Shannon Taylor is maliciously persecuting ex-attorney Rhetta Daniel, who had reported to the FBI about public corruption involving HCCA Shannon Taylor and an international fugitive, in which Shannon Taylor allegedly sabotaged the case against the fugitive and received bribes from the fugitives family.



HCCA Shannon Taylor is a member of the Virginia State Bar's 2018-2019 Standing Committee on Legal Ethics, who brought charges against Rhetta Daniel for being "medically unfit" to practice law, despite every medical report stating that Rhetta Daniel was in excellent condition, both physically and mentally.

Rhetta Daniel was the first female assistant commonwealth attorney in Henrico county, she worked as a prosecutor for the Virginia State Bar for numerous years. In over 40 years of practising law, she has never had a client complaint filed against her.

Upon Shannon Taylor learning about the criminal complaint filed by Rhetta Daniel and the fugitive to the FBI, Shannon Taylor initiates a secret investigation against Rhetta Daniel and her client. 

The sealed court motion and order was to have the email accounts of Rhetta Daniel and her client subpoenaed without their knowledge, these email accounts were used to communicate with the FBI about the criminal complaint.

The email accounts of Rhetta Daniel were used to conduct attorney business between herself, clients and other attorneys.

The alleged investigation consumed hundreds of man hours involving the Henrico Commonwealth Attorneys office and the Henrico Police department, led by detective Stuart Von Canon, for just a misdemeanor charge of obstruction of justice.

An obstruction of justice charge has yet to be filed against Rhetta Daniel or her client.

The orders were denied by Google and AOL and the investigation has been frozen, as Shannon Taylor could face federal obstruction of justice charges by the FBI.

A case of betrayal to a mother and her 4 year old son.

The mother of a 4-year-old at the center of a child abuse case said the prosecutor supposedly working to get justice for her son, mishandled the case, the file went from prosecutor to prosecutor.

After the incident, Tammy Whittle says, the supervisor lied to her about what happened. She learned about the incident the following day when police and child protective services contacted her because another employee allegedly called police to confess what truly happened.

Catherine Morris Stainker, 56, was charged with child abuse/neglect and reckless disregard for life in an incident from Oct. 30, 2017, at the daycare center on Old Williamsburg Road in Sandston.


Jennifer Ayers, 31, was charged with child abuse/neglect and reckless disregard for life stemming from an Oct. 30, 2017.


The two employees were charged with felony child abuse and neglect, and have been going through the court system the past year.

But on Wednesday, when Whittle expected to go to the Henrico County Circuit Court for the two employees' trials, the judge let them walk free on the condition they complete 50 hours of community service.

This was an apparent result of a verbal agreement between the prosecutor with the Henrico County Commonwealth’s Attorney’s office handling Taaj’s case and the defense attorneys. It was a deal that Whittle said she was never informed of.


“It feels like the prosecution was working more with the defendants than with my child,” Whittle said.

“It’s unbelievable, that our justice system this time let me down, it let our community down,”

In a recent blunder by Shannon Taylor's team, Michael S. Huberman, the chief deputy commonwealth’s attorney in Henrico County had agreed to have an electronic monitoring device removed from a known convicted felon who had a long criminal record of rape and violence towards women.



Just seven days later, VCU administrator Suzanne Fairman was raped and killed, an electronic monitoring device was removed from her alleged killer’s ankle. 



The suspect, 59-year-old Thomas Clark of Henrico, had been out on a $2500 bond on several unrelated charges when Fairman was killed. 

The predator had a history of violent crimes towards women, with two previous convictions for rape, abduction and robbery. 

Is this the "I promise every family that my Office works tirelessly with Henrico Police to hold people accountable for their actions" made by Shannon Taylor? To let violent rapists free on bond without an ankle monitor?

Shannon Taylor's leniency towards rapists

Accused Rapist of elderly woman released on $1500 bond agreed by Henrico CA Shannon Taylor







Thomas Kamau Nganga, 44, was charged with rape of a helpless victim after a staff member reported him having sexual contact with a resident at Lexington Rehabilitation and Healthcare back in October, according to Henrico Police.
Court records indicate that Nganga is also charged with § 18.2-48. Abduction with intent to extort money or for immoral purpose which is a class 2 felony with punishment up to 40 years in prison.

Henrico Commonwealth's Attorney Shannon Taylor did not contest to  Judge Gary Hicks granting Nganga a $1500 secured bond, GPS monitoring, house arrest, and to surrender his passport. 


Court documents showed Nganga's victim was a patient in her early 70s.
The case originally set for trial for August 06, 2019 has been postponed until March 04, 2020. The accused rapist will remain free on the $1500 bond until the trial starts, with only an ankle monitoring device to keep him from raping another victim.
In a recent case, where another rapist was released on a $2500 bond, agreed to by Henrico CA Shannon Taylor, the convicted rapist Thomas Clark, just 7 days after his release, raped and murdered a Richmond woman, VCU administrator Suzanne Fairman in her home. 


Michael S. Huberman, the chief deputy commonwealth’s attorney in Henrico County had agreed to have an electronic monitoring device removed from Thomas Clark, who had a long criminal record of rape and violence towards women.

It is clear that Henrico CA Shannon Taylor is more concerned with releasing violent criminals on small bonds than she is with protecting the citizens of Henrico County.

The biggest concern amongst family oriented Henrico citizens, seeking justice is, "can it be possible under Shannon Taylor's term"?

Henrico CA Shannon Taylor's eight years as HCCA has proven that the answer to the question is "No".

Shannon Taylor's administration has had the highest number of staff turnovers in the history of the Henrico county Commonwealth Attorneys office. How can the revolving door of prosecutors efficiently represent the citizens of Henrico, when case files are being shuffled from prosecutor to prosecutor?

Shannon Taylor is known for operating her staff with intimidation and fear, which feeds feelings of resentment, stress and low morale, all known causes of low production, mistakes and unconcerned attitude.

In a recent FBI report, crime statistics in Henrico county had ranked in the bottom 25% of American communities. 

"Henrico is not one of the safest communities in America". 

Relative to Virginia, Henrico has a crime rate that is higher than 84% of the state's cities and towns of all sizes.

Almost one week passed by before HCCA Shannon Taylor could be reached for comment and when Shannon Taylor finally commented, she pitilessly stated 

“The actions of the officers are in fact clear and while we are not at this moment going to say that a conclusion has been reached, I was confident in their actions".

With no conclusion in an investigation, Taylor is quick to exonerate the HPD officers, who illegally entered the victims home on a "welfare check", broke down three doors and shot her four times, killing her. Shannon Taylor's decision was already made, setting the stage for a political cover up, as not to offend the HPD before her re-election bid in just one month away.

At this writing, one month after the murder of Gay Plack, the two HPD officers involved in the killing have not been identified and the body cam videos have not been released to the public.

In conclusion, Shannon Taylor best interests are strictly political, selfish personal gains and not for the citizens of Henrico County.

Henrico County crime rate soars under Shannon Taylor's betrayal of her oath


When a prosecutor makes decisions based solely on her best interests, which conflict with her sworn oath, someone must pay and unfortunately it is the innocent citizens.

Henrico Commonwealth Attorney Shannon Taylor's personal agenda has cost citizens their lives and Henrico county has seen homicide rates double under Shannon Taylor's reign, not to mention that violent crime, burglary and theft are on the rise.

Shannon Taylor's personal agenda is to please the political and influential 1%, thus she gains backing and back scratching favours, as Shannon Taylor has higher expectations in her political career. The old saying "No one can serve two masters".

Lets take a close look at Shannon Taylor's betrayal of her oath.

The murder of 1-year-old Jaidah Morris on October 10, 2017 and the shooting of 5-year-old Ke’Miyah Edwards in April 2019. 



Both shootings are related as the same shooter Derick Walton, Jr., 20, has been charged.

I made that promise to the family of 1-year-old Jaidah Morris back in October 2017, and we will honor her precious life with a team effort to hold all accountable for the loss of her life,” Henrico County’s Commonwealth Attorney Shannon Taylor said.

It took another innocent victim to shed light on the two year investigation of the first victim.

Another recent case in which a Henrico citizen was murdered in her home by two Henrico police officers, doing a "welfare check". The HPD officers illegally broke down three doors before encountering the victim, who had mental issues and scared of HPD officers. The frightened woman charged at the officers with an axe, who they in turn fired four shots, two of which were in her back.




In a September 19, 2019, YouTube video HPD Chief Humberto Cardounel gave conflicting and misleading statements which drew criticism from the media and the public. 

The prerecorded video gave strong indications of a police chief who was afraid to take live questions from the media.The ACLU demanding an independent investigation into the shooting.





Shannon Taylor was quick to respond by having two of her allies, who are Commonwealth Attorneys, to handle the investigation, making sure that they support her premature conclusion into the HPD shooting.


Within a couple of days of the shooting, Commonwealth’s Attorney Shannon Taylor says she has confidence in how the officers responded. “The actions of the officers are in fact clear and while we are not at this moment going to say that a conclusion has been reached...."

Shannon Taylor's constant blunders takes Richmond woman's life

Henrico Commonwealth Attorney's release of known violent predator, rapes and kills Richmond woman 



Michael S. Huberman, the chief deputy commonwealth’s attorney in Henrico County had agreed to have an electronic monitoring device removed from a known convicted felon who had a long criminal record of rape and violence towards women.

Just seven days later, VCU administrator Suzanne Fairman was killed, after an electronic monitoring device was removed from her killer’s ankle. 

The suspect, 59-year-old Thomas Clark of Henrico, had been out on a $2500 bond on several unrelated charges when Fairman was killed.




In 2005, a Richmond grand jury indicted him with maliciously causing bodily injury with the intent to maim, disfigure, disable or kill.

Photos in the court file show a woman badly beaten. Her eye is black and blue and her neck is cut up. Clark was also charged with abduction and armed robbery.

Court records show he pleaded guilty to attempted robbery in that 2005 case and was sentenced to ten years in prison

In July 1988, an Alexandria jury found Clark guilty of forcible rape of a woman , a courthouse official said. Jurors recommended, and a judge ordered, that he serve 15 years in prison.





Henrico county deputy assistant commonwealth attorney, Michael Huberman stated they didn’t know Virginia State Police was investigating Clark at the same time the ankle monitor was removed from his ankle. ABC 8 News learned they were in process of investigating the sex offender for failure to register his change of employment as well as some social media and email accounts. Clark now faces charges for that

He was initially denied bond, but as the case was continued several times, a judge let Clark out on a $2,500 personal recognizance bond on Jan. 10.


Clark, 59, of the 7100 block of Horsepen Road in Henrico, is now facing charges of murder, rape and abduction with intent to defile in Fairman’s death.

On May 2, a week before Fairman’s death, prosecutors offered all three co-defendants a plea deal, Huberman said. The others took the deal; Clark’s attorney requested more time and asked that his ankle monitor be removed. Huberman said Clark had been compliant with his pre-trial release, so there was no objection by Michael S. Huberman, the chief deputy commonwealth’s attorney.
