Kandice Lucas tirelessly fights a criminal syndicate within Henrico County for the children's constitutional rights that need special education for their disabilities.
Most of her assistance goes to lower income families that live in East Henrico, where special education resources are limited.
Through the 2018 fiscal year, Henrico county schools paid $976,779 to Reed Smith, a law firm that has been representing the county in special education disputes.
So rather than assist special education children, Henrico county pays a lawyer close to $1,000,000. in legal fees just in 2018?
Kandice Lucas has exposed the corruption within the Henrico County school system and attempts to provide assistance to families that are in need of their children having special education but can not afford to pay for it.
When Kandice Lucas visited Colonial Trail Elementary School in Henrico with another special education advocate and the mother of a child they believed had been illegally removed from the school.
The visit resulted in a lock down, as officials became concerned with Lucas loudly accusing Principal Kirk Eggleston of racial discrimination.
As advocates representing Davis, Crawford and Lucas asserted that the school must allow Davis' son to attend the school despite the family's homeless status. The principal said the child was regularly late to school.

Henrico CA Shannon Taylor filed trespassing charges against Kandice Lucas and at the end of a nearly eight-hour trial, Henrico County police took special education advocate Kandise Lucas to a private room to collect her fingerprints.
As advocates like Lucas have gotten more involved in cases like the Matthews' case, Virginia school divisions have started spending big money on outside attorneys.
"I think it's egregious... those are resources that as a taxpayer, I would want to see invested in our children, not in litigation fees," Lucas said.
Last year, Chesterfield County paid the same firm nearly $300,000.

Tonie Cain-Matthews has been driving from Eastern Henrico to the West End and back twice a day.
"This little drive to the West End is very overwhelming,” Matthews said while driving. “It'll take about an hour and a half of my day."
Her 15-year-old son Gregory has autism, and since late January he has attended the Faison Center for Autism.
"Junior never talks. He never initiates a conversation," Cain-Matthews said.
Cain-Matthews said in just a short period of time, Junior, as they call him, has made big strides, like speaking on his own without being prompted to repeat her words.
